Instead
of resisting globalization, terrorist groups are harnessing
its power.
Even
the poorest terrorist organization in Latin America are trying
to get international attention, or sympathetic support, by
attacking government buildings and western agencies.
Research
into international terrorism conducted by the U.S. State Department
early this year, suggests that Latin America is witnessing
the highest number of terrorist attacks in the world at present.

As
terrorist groups engage in the narcotics trade, human trafficking,
illicit weapon transfers, kidnapping, extortion and credit
card fraud, they will have a lesser need to depend on foreign
states for sponsors or political support.
While
most groups in Latin America improvise, a few groups are innovative,
and it is these groups that set the regional trends.
They
experiment and adopt modern dual technologies such as GPS,
mobile phones and pagers to improve their performance.

Recently,
terrorist and criminal groups have purchased stealth speed-boats,
communication gear and satellite antennas from Asia and Europe.
Since
improvised weapons tend to be less reliable than commercially
manufactured standard weapons, terrorist and organized criminal
groups tend to replace them with the latest commercially manufactured
weapons in the market, at the earliest opportunity.

On
a global scale, but particularly in Latin America, overall
national and international terrorist attacks on business and
government installations have increased.
What
are the major challenges that may threaten the security of
some Latin American states?
Probably
terrorist groups that are highly organized and well-armed
criminal organizations that will attack key buildings in the
heart of certain important cities.
